I'd suggest he:
a) Hasn't a clue what he's saying.
b) Wrote it for the clicks
c) Didn't actually say anything at all.
There's a reason why my - even unreleased - product is #1 in all the engines for multiple key phrases and the reason is SEO.
Now - if he'd said "many" or even "most" SEO services are garbage I'd agree - but that's not the same as stating SEO is a waste of time - period - which is his contention.
